Regular City Council Meeting Minutes 

City of Porter 

March 2, 2026, 6:30 p.m. 

 

The meeting was called to order by Mayor Donald Verschelde 

 

Council members present were Kim Jelen, Donald Verschelde, Craig Petersen, and Josh Sumption.   

 

Mayor Donald Verschelde called for the reading of the minutes of the February 2, 2026, Regular City Council meeting & Fire Contract meeting minutes.  Minutes were both approved as read in a motion by Josh Sumption, seconded by Craig Petersen.  All were in favor with none opposed, and the motion was carried. 

 

Also present was Ken Hennen. 

 

The Local Board of Appeal & Equalization Meeting will be held on April 21, 2026, from 6:00-6:30 pm at the Porter City Hall. 

 

408,000 gallons of water were used. 

 

A motion was made by Josh Sumption, seconded by Craig Petersen to approve the Assessment Contract between Yellow Medicine County and the City of Porter to allow County Assessors to perform assessment duties for the City of Porter.  All were in favor with none opposed, and the motion was carried. 

 

A motion was made by Josh Sumption, seconded by Craig Petersen for the city to sign a multi-year business contract for phone and internet services with Midco.  All were in favor with none opposed, and the motion was carried.  

 

Discussed options for restoration of the jail.  A motion was made by Josh Sumption, seconded by Craig Petersen to approve up to $2,000.00 to the RDC for grant writing assistance to designate the Porter Jail as a historical site.  All were in favor with none opposed, and the motion was carried.  

 

The MN service water connection fee of $1.27 will be added to the monthly water bill.  The city also reviewed the updated garbage collection rates, the 35-gallon container is $16.88, a 65-gallon container is $20.47, and the 95-gallon container is $23.50 per month.  Prices are subject to change based on Olson Sanitation rates. 

 

A motion was made by Craig Peterson, seconded by Josh Sumption to pay the bills as read.  All were in favor with none opposed, and the motion was carried.  

 

A motion was made by Craig Peterson, seconded by Josh Sumption to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
