Regular City Council Meeting Minutes 

City of Porter 

October 6, 2025 6:30 p.m. 

 

The meeting was called to order by Mayor Donald Verschelde 

 

Council members present were Kim Jelen, Donald Verschelde, Josh Sumption, Pat Vlaminck, Craig Peterson and Judy Verschelde.   

 

Mayor Donald Verschelde called for the reading of the minutes of the September 2, 2025, Regular City Council meeting.  Minutes were approved as read in a motion by Josh Sumption, seconded by Pat Vlaminck.  All were in favor with none opposed, and the motion was carried. 

 

Also present was Linda Hennen and Jordan Odegard. 

 

Linda shared that the dump was pushed up by Ron Baumann and the city will thank him for assisting.  The dump grounds look good now. 

 

A motion was made by Pat Vlaminck, seconded by Josh Sumption to extend Hennen’s Lawn Service mowing contract for an additional year with no changes in services or pricing.  All were in favor with none opposed, and the motion was carried. 

 

The city is done spraying this year.  The park bathrooms have been locked and will be winterized.  Josh has been working on the tree grant for the city. 

 

Pat stopped at the Watershed District regarding water in the west ditch and no permit is needed if we were not changing the water flow.  The city will review for any additional action. 

 

The school will be doing some black-top paving that will be done by Duininck and the city will call to find out some additional information on pricing.  Canby is redoing their playground equipment if anyone is interested, contact the City of Canby. 

 

453,000 gallons of water used. 

 

Olson sanitation clean-up bill for the city is $726.54 they are donating their labor. 

 

There are some water readers that are not reading.  Judy shared the options that the new system has available for the city. 

 

A motion was made by Craig Peterson, seconded by Pat Vlaminck to pay the bills as read.  All were in favor with none opposed, and the motion was carried.  

 

Jordan provided an update on the infrastructure improvements and lead service line inventory update on behalf of Bollig. PER is waiting to be reviewed by RD and potentially going to be splitting the project into phases.  Phase 1 to RD for national pooling in the spring of 2026.  Will continue to identify the 4 unknown service lines to be submitted by October 21st to MDH.  If at zero when submitted, then no additional tasks are needed.  If not at zero when submitted, the city will need to complete some tasks and will receive an email from MDH with instructions on what needs to be completed. Pat will assist with completing the information needed on the remaining unknowns.  Jordan will confirm the remaining unknowns are the same on the service end and will update the city. 

 

A motion was made by Josh Sumption, seconded by Craig Peterson to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
