Regular City Council Meeting Minutes 

City of Porter 

September 2, 2025 6:30 p.m. 

 

The meeting was called to order by Mayor Donald Verschelde 

 

Council members present were Donald Verschelde, Josh Sumption, Pat Vlaminck, Craig Peterson, and Judy Verschelde.   

 

Mayor Donald Verschelde called for the reading of the minutes of the July 7, 2025, and the August 4, 2025, Regular City Council meeting.  Minutes were approved as read in a motion by Craig Peterson, seconded by Josh Sumption.  All were in favor with none opposed, and the motion was carried. 

 

Also present was Ken Hennen. 

 

City will continue to spray two times a week for mosquitoes.  Jason Weber is still working on spraying the ponds.  Kenny Hennen is working on an estimate to bulldoze the dump grounds.  The city will monitor the bathrooms in the park as there have been issues with the men’s room getting plugged. 

 

C & L Seal Coating provided a quote to fill cracks and sealcoat the city roads.  The quote came in at $112,000.  Don will confirm the quote covers everything. 

 

Proposed Resolution 09.02.2025 

BE IT RESOLVED by the City Council of the City of Porter, in the County of Yellow Medicine and the State of Minnesota that the following sums of money are proposed to be levied for the current year collectible in 2026 upon taxable property within the City: 

Proposed Levy:   $92,266.00 

A motion was made by Pat Vlaminck, seconded by Craig Peterson, to approve Proposed Resolution 09.02.2025.  All were in favor with none opposed, and the resolution was passed. 

 

There is a tree grant that the city will look into to replace ash trees and removal and replacement of bushes at the jail.  Discussion around drainage issues on the west edge of town.  Concerns about the DeVos and Elevator properties.  Pat will check with Watershed to see if anything can be done. 

 

A motion was made by Pat Vlaminck, seconded by Craig Peterson to pay the bills as read.  All were in favor with none opposed, and the motion was carried.
