Regular City Council Meeting Minutes 

City of Porter 

May 1, 2023 6:30 p.m. 

 

The meeting was called to order by Mayor Donald Verschelde. 

 

Council members present were Kim Jelen, Donald Verschelde, Josh Sumption, Pat Vlaminck, and Judy Verschelde.   

 

Also present was Ken Hennen & Dan Anderson. 

 

Mayor Donald Verschelde called for the reading of the minutes of the April 11, 2023, Regular City Council meeting.  Minutes were approved as read in a motion by Pat Vlaminck, seconded by Josh Sumption.  All were in favor with none opposed, and the motion was carried. 

The alleys were bladed, but most alley’s need gravel. 

 

Resolution 05.01.2023 

BE IT RESOLVED by the City Council of the City of Porter, Minnesota, as follows:  Adoption of the YMC All-Hazard Mitigation Plan 

WHEREAS, the City of Porter has participated in the hazard mitigation planning process as established under the Disaster Mitigation Act of 2000, and 

WHEREAS, the Act established a framework for the development of a multi-jurisdictional County Hazard Mitigation Plan; and 

WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and businesses; and 

WHEREAS, the YMC Plan includes a risk assessment including past hazards, hazards that threaten the County, an estimate of structures at risk, a general description of land uses and development trends; and 

WHEREAS, the YMC Plan includes a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and 

WHEREAS, the YMC Plan includes a maintenance or implementation process including plan updates, integration of the plan into other planning documents and how YMC will maintain public participation and coordination; and 

WHEREAS, the Plan has been shared with the MN Division of Homeland Security & Emergency Management and the Federal Emergency Management Agency for review and comment; and 

WHEREAS, the YMC All-Hazard Mitigation Plan will make the county and participation jurisdictions eligible to receive FEMA mitigation assistance grants; and 

WHEREAS, this is a multi-jurisdictional Plan and cities that participated in the planning process may choose to also adopt the County Plan. 

NOW THEREFORE BE IT RESOLVED that the City of Porter supports the hazard mitigation planning effort and wishes to adopt the YMC All-Hazard Mitigation Plan. 

This resolution was declared duly passed and adopted and was signed by the Mayor and attested by the Clerk this 1st day of May 2023.  A motion was made by Pat Vlaminck and seconded by Josh Sumption.  All were in favor with none opposed and Resolution 05.01.2023 was passed.

The city will be testing some water pressure and valves on 05.03.2023 & there should not be any interruption in service. 

 

A motion was made by Josh Sumption, seconded by Pat Vlaminck to approve the mowing bid to Hennen’s Lawn Service.  All were in favor with none opposed, and the motion was carried. 

 

246,000 gallons of water was used. 

 

Olson Sanitation will be increasing their rates as of July 1, 2023. 

 

A motion was made by Josh Sumption, seconded Pat Vlaminck, to pay the bills as read.  All were in favor with none opposed, and the motion was carried.

A motion was made by Pat Vlaminck, seconded by Josh Sumption, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
