Regular City Council Meeting Minutes 

City of Porter 

August 2, 2022, 6:30 p.m. 

 

Mayor Don Verschelde called the meeting to order.  

 

Council members present were Kim Jelen, Donald Verschelde, Josh Sumption, Craig Petersen, Pat Vlaminck, and Judy Verschelde.  

 

Larry Stoks was also present. 

 

Mayor Donald Verschelde called for the reading of the minutes of the July 5th, Regular City Council meeting.  Minutes were approved as read in a motion by Pat Vlaminck, seconded by Craig Petersen. All were in favor with none opposed, and the motion was carried. 

 

A motion was made by Josh Sumption, seconded by Craig Peterson to approve the issuance of two non-intoxicating liquor license to the Porter Harvest Festival.  All were in favor with none opposed, and the motion was carried. 

 

Dump looked good all pushed up.  Sprayed at the park and dragged the ball diamond. 

 

Larry gave an update on his work with Bollig they will also look at the ponds and well house.  Discussion was held on other items to review with Bollig. 

 

The next regular City Council Meeting will be on September 6th. 

 

Discussion was held on potential amendments to Ordinance 92.15 and addition of Fee Schedule 33.   

Amend Ordinance 2003-2 (Fee Schedule) to add Fee 33 

33. Private use of public streets. Subject to the city council’s approval of a request to utilize a public street for private use, rent will be charged at the rate of $50 per hour, per city block of the street being closed to thru traffic. Exemptions to the rental charge for use of the streets for town celebrations, the Porter Market Day Sale, and other events granted an exemption by the city council that are seen to provide benefit to the general public. The renter shall accept all liabilities for the use of the street and provide to the City of Porter proof of liability insurance prior to the street closure. 

 

Amend Ordinance §â€¯92.15 

-Existing ordinance language- 

(K) The using or operation or permitting the using or operation of any radio receiving set, musical instrument, phonograph, paging system, machine, or other device for producing or reproduction of sound in a distinctly and loudly audible manner so as to disturb the peace, quiet and comfort of any person nearby. Operation of any device referred to above between the hours of 10:00 p.m. and 7:00 a.m. in a manner so as to be plainly audible at the property line of the structure or building in which it is located, or at a distance of 50 feet if the source is located outside a structure or building shall be prima facie evidence of violation of this section. 

 

Amend as follows: 

Exemptions 

1) Upon application to and approval by the City Council, an outdoor event that is part of a 

community celebration may occur up to 11:59 pm. 

2) Upon application and approval by the City Council, an outdoor event that is held in the city’s 

commercial district may occur up to 11:59 pm. 

A motion was made by Pat Vlaminck and seconded by Craig Petersen.  All were in favor with none opposed, and the motion was carried. 

 

The city noted that it was very generous of Hennen’s Lawn Service to donate their park clean-up fee (less expenses) back to the fund to update the concession stand and restrooms at the park.  The city wants to extend their thanks to EVERYONE who helped and donated. 

 

A motion was made by Craig Petersen, seconded by Pat Vlaminck to increase all council members salary by 3% effective January 2023.  All were in favor with none opposed, and the motion was carried. 

 

465,000 gallons of water used 

 

A motion was made by Pat Vlaminck, seconded Craig Petersen, to pay the bills as read.  All were in favor with none opposed, and the motion was carried.  

 

A motion was made by Craig Petersen, seconded by Josh Sumption, to adjourn the meeting.  All were in favor with none opposed, and the motion was carried.
