Board
of Appeal and Equalization Meeting Minutes
City of
Porter
Thursday, April 7, 2011, 6:30 p.m.
Mayor
Donald Verschelde called the 2011 meeting of the local board of appeal and
equalization for the City of Porter to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, and Pat Vlaminck.
Also
present were Connie Erickson, Yellow Medicine County Auditor / Treasurer,
Dave Parsons, assessor for the City of Porter, Lance and Deanna Moeller, Ken
and Linda Hennen, Dan Dybsetter, and Dan Verschelde.
Ken and
Linda Hennen asked about the rapid escalation of propery tax rates of their
rental property on Sunrise Ave.
The house is rented by Deanna Moeller and used to provide home-based day
care.
Connie
Erickson and Dave Parsons explained that the valuation increase had two
parts. State law requires them
to classify it as a commercial property, which puts it in a higher tax
class. Dave Parsons explained
that the valuation was also increased as a new, more accurate assessment
procedure has been implemented over the past several years.
Dan
Verschelde asked about a large increase in the valuation of a rental
property on South Brook Avenue.
It was explained that the valuation was finally catching up with the
renovation that had been completed for several years.
Eric
Dybsetter asked how new construction is assessed.
Connie and Dave explained that categories are used to make
county-wide adjusted comparisons.
A motion
was made by Pat Vlaminck, seconded by Kim Jelen, to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
