Regular City Council Meeting Minutes
City of
Porter
Monday,
December 7, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Donald Verschelde, Judy
Verschelde, Darlene Moeller, and Pat Vlaminck.
Katie
Meyer of the Upper Minnesota Valley Regional Development Commission was also
present.
Mayor
Donald Verschelde called for the reading of the minutes of the October 5, 2009 City Council meeting.
Minutes were approved as read in a
motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none
opposed, and the motion was carried.

Katie
Meyer of the Upper Minnesota Valley Regional Development Commission
explained that the Department of Homeland Security requires a hazard
mitigation assessment be done by each community for that community to be
eligible for DHS related grants.
Don Verschelde, Eric Dybsetter, and Pat Vlaminck will meet with Katie Meyer
on Thursday, December 10 at 1:00 p.m. to complete Porter’s hazard
mitigation assessment.
Katie
Meyer also mentioned that there is a possible grant for replacing our
emergency siren. Eric will
contact Michelle Gatz indicating Porter’s interest in being part of this
grant.
Katie
Meyer also explained some of the services offered by the Upper Minnesota
Valley Regional Development Commission.
One service offered is the development of a “Comprehensive Plan”,
designed for a specific city.
The Comprehensive Plan could include guidance for most situations that could
develop within the community during the foreseeable future.
A public
hearing will be held on Tuesday, December 15 at 6:30 p.m. on the application for the rural development
grant application being administered by DSI.

BE IT
RESOLVED by the City Council of the City of
Porter, in the
County of Yellow Medicine and the state of Minnesota that the
following sums of money are to be levied for the current year collectible in
2010 upon taxable property within the City:

A motion
was made by Pat Vlaminck, seconded by Darlene Moeller, to approve Resolution
06-2009. All were in favor with
none opposed, and the motion was carried.
Troy
Thompson of Thompson Excavating has requested permission to use Porter’s
tree disposal site for disposal of some building materials.
The city council unanimously decided to not allow disposal of
anything but tree and yard waste, as any other materials would be in
violation of our permit.
Possible
junk violations within the city were discussed.
Eric will send warning letters to Jesse Denelsbeck and Waldo
Petersen.
Pat
Vlaminck has been asked by representatives of the Burton Township
board if they can pay off their portion of the new fire truck early.
They would also like to know if they would receive a discount for
early payment. Pat will check on
the details, but the city will accept early payment.
The city is not charging the townships interest, so it was generally
felt that there would be no discount for early payment.
382,000
gallons of water were used in November.
Kim Jelen
made a motion to pay the bills as read by Judy Verschelde.
Darlene Moeller seconded the motion.
All were in favor with none opposed, and the motion was carried.

was made by Darlene Moeller, seconded by Kim Jelen, to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
