Regular City Council Meeting Minutes
City of
Porter
Monday,
August 3, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, Judy Verschelde, and Pat Vlaminck.
Also
present was Larry Stoks, Paul Olson and Jim Julien of DSI, Bernie Dulas of
Dulas Construction, Craig Peterson, Lawrence Peterson, Mike and Mary Wente,
and René Wegner.
Mayor
Donald Verschelde called for the reading of the minutes of the July 6, 2009 City Council meeting.
Minutes were approved as read in a
motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none
opposed, and the motion was carried.
Pat
Vlaminck made a motion to grant the Porter Harvest Festival Committee a
non-intoxicating liquor license for August 14, 15, and 16.
Kim Jelen seconded the motion.
All were in favor with none opposed and the motion was carried.
It was
discussed that Serenity
Gardens is doing an
inadequate job of trimming and weed-eating.
This will be further discussed before paying the next mowing bill.
It was
discussed that the USDA had asked the city to approve an incorrect
resolution at the June 22nd meeting.
The resolution was regarding the loan for purchase of the new fire
truck.
Darlene
Moeller made a motion to rescind Resolution 02-2009.
Kim Jelen seconded the motion.
All were in favor with none opposed, and the motion was carried.
Resolution 03-2009
BE IT
RESOLVED that the Porter City Council accepts USDA Loan Resolution (per
document USDA Form RD 1942-9, Rev. 10-96) for the principle amount of
$100,000.00
A motion
was made by Kim Jelen to approve Resolution 03-2009.
Darlene Moeller seconded the motion.
All were in favor with none opposed, and the motion was carried.
Paul
Olson of DSI reported on the progress of the rural development grant
application. He passed around a
handout of DSI’s recommendation of the number of projects to put on the
application in Canby and in Porter.
DSI recommends 18 owner occupied residential and 12 commercial
buildings for Canby, and 3 owner occupied residential and 3 commercial
buildings for Porter. It was
discussed that the city is planning to use all of the revolving fund for the
fire hall expansion project, and that the city does not currently have any
extra funds to go towards grant approved renovations.
Bernie
Dulas asked about a sign-off, either from an engineer or from the city
council, on integrity of the trusses of the old building after adding the
weight of the new roof. The
council directed Dulas Construction to get a recommendation from the truss
company. After receiving this
recommendation, the city will revisit the issue.
If necessary, the city will agree to take responsibility for the
integrity of the roof of the old building.
The fire
hall expansion project was further discussed.
Mike and
Mary Wente asked about posting a liquor license at the Harvest Festival street dance.
The city responded that the license posted inside would be
sufficient.
Mary
Wente requested a reduction of the liquor license fee to $1000 (from the
current $1500) per year when the license is renewed in October.
The city will check with other surrounding communities.
It was
discussed that the USDA will sign loan documents with the city council on Tuesday, August 4, 2009.
Heiman will deliver the new truck at that time.
Larry
Stoks reported on the city water system.
536,000 gallons were used in July.
Larry’s operator’s permit needs to be renewed.
Larry will need a chlorine meter.
He is checking around for a reasonable price.
Darlene
Moeller made a motion to pay the bills as read by Judy Verschelde.
Kim Jelen seconded the motion.
All were in favor with none opposed, and the motion was carried.
A motion
was made by Pat Vlaminck, seconded by Kim Jelen, to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
