Regular City Council Meeting Minutes
City of
Porter
Monday,
June 1, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, Judy Verschelde, and Pat Vlaminck.
Also
present were Nancy Bormann, CPA for the City of
Porter, Larry Stoks, Paul
Olson from DSI, and Ray Alu.
Mayor
Donald Verschelde called for the reading of the minutes of the May 4, 2009 City Council meeting.
Minutes were approved as read in a
motion by Pat Vlaminck, seconded by Kim Jelen. All were in favor with none
opposed, and the motion was carried.
Nancy
Bormann, CPA for the City of Porter,
distributed the 2008 financial report.
She then explained the report section by section.
Paul Olson from DSI gave an update on the rural
development grant that Canby and Porter are planning to apply for.
He handed out a summary of the proposed pre-application number of
residences and businesses in both cities.
He handed out an official proposal from DSI for administering the
grant writing process. The cost
to the City of Porter
would be about $1400.00 plus mileage and other incidental expenses.
This cost would cover both the pre-application and the final
application.
Pat
Vlaminck made a motion to accept the proposal from DSI and retain them to
write the rural development grand on behalf of the City of Porter.
Darlene Moeller seconded the motion.
All were in favor with none opposed, and the motion was carried.
Paul Olson discussed possible fire hall grants available
through FEMA as part of the stimulus package.
The schedule of application and award are still unclear, but it is
unlikely that any funds will be awarded before October.
Paul Olson commented on using the revolving loan repayment
fund for the fire hall expansion project.
Use of the funds should benefit 51% low and moderate income
residents. A survey should be
done to demonstrate that this is the case.
It was discussed that such a survey could be sent out with the water
and sewer bill. Paul will
develop a simple survey and provide it to Judy Verschelde so she can include
it with the 2nd quarter water and sewer bill.
Ray Alu
asked about leash laws or dog ordinances in the City of Porter.
A copy of the applicable ordinance was provided to him.
Eric
Dybsetter made a motion for the City of
Porter
to not waive liability limits, for insurance purposes.
Kim Jelen seconded the motion.
All were in favor with none opposed, and the motion was carried.
Darlene
Moeller made a motion to donate $100.00 to the Yellow Medicine County Fair
Association. Kim Jelen seconded
the motion. All were in favor
with none opposed, and the motion was carried.
Pat
Vlaminck made a motion to approve a dance permit for Kenny Melrose on June 20, 2009, and for Justin Driessen
on June 27, 2009.
Kim Jelen seconded the motion.
All were in favor with none opposed, and the motion was carried.
Pat
Vlaminck discussed funding for the fire hall expansion project, and the
construction schedule for the project.
The Porter Fire Department building committee is recommending a 60’ X
60’ expansion on the south side of the existing building.
The unanimous consensus of the council is the go forward with the
project as defined by the current bid specification.
Several
council members have been approached by residents about possible junk
ordinance violations at the Tom Noyes recycling building, and at the former
sales barn site. The council
will send a warning letter to Mr. Noyes.
Larry
Stoks reported on the city water system.
496,000 gallons were used in May.
Dakota Pump and Control are offering a pump maintenance contract for
$430.00 per year. The council
directed Larry to enter into the maintenance contract. The pre-discharge
samples were good. Phosphorus
levels in the discharge are low.
Bacterial samples will be taken in June.
There have been complaints of low water pressure.
Larry will check the system.
Kim Jelen
made a motion to pay the bills as read by Judy Verschelde.
Darlene Moeller seconded the motion.
All were in favor with none opposed, and the motion was carried.
A motion
was made by Kim Jelen, seconded by Darlene Moeller, to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
