Regular City Council Meeting Minutes
City of
Porter
Monday,
May 4, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, Judy Verschelde, and Pat Vlaminck.
Also
present were Jim and Martha Melrose, Mary Wente, Marlene Richards, Norma
Johnson, Hattie VanDerostyne, Larry Stoks, and Paul
Olson
from DSI.
Mayor
Donald Verschelde called for the reading of the minutes of the April 6, 2009 City Council meeting.
Minutes were approved as read in a
motion by Pat Vlaminck, seconded by Darlene Moeller. All were in favor with
none opposed, and the motion was carried.
Paul Olson from DSI gave an update on the rural
development grant for which Canby and Porter are planning to apply.
Paul believes that a pre-application will be due near the end of
September, with final applications due in early January.
He expects final approval notification around March of 2010.
As of now in the City of
Porter, there has been interest expressed by 5 owner
occupied residences, 3 rental properties, and 4 businesses.
Pat
Vlaminck reported that it appears the Porter Fire Department will be
eligible for a $75,000 grant for a new pumper truck, rather than the $50,000
previously believed. Payment
will be delayed until sometime in July.
A public
hearing for the fire truck purchase is scheduled for 6:30 p.m. on May 12th.
Pat
Vlaminck reported on the bidding process on the proposed fire hall
expansion. Bids have been
advertised. Stimulus money may
make a grant possible for this project, but more information will be needed
before awarding bids.
Bids will
be opened at a special city council meeting at the fire hall at 6:30 p.m. on May 19th.
Darlene
Moeller made a motion, seconded by Kim Jelen, authorizing the Porter Fire
Department building committee to develop bid specifications for the fire
hall expansion project, with actual awarding of bids to be done by the city
council at a later date. All
were in favor with none opposed, and the motion was carried.
Larry
Stoks reported on the city water system.
381,000 gallons were used in April, with the Lincoln Pipestone bill
totaling $685.80. The results
from the bacterial sample test were good.
Chlorine tests are now required, and the city will need new test
equipment for this. The city
will need to develop a phosphorus management program by February of 2010.
The ponds will be discharged in May.
Pat
Vlaminck made a motion to pay the bills as read by Judy Verschelde.
Darlene Moeller seconded the motion.
All were in favor with none opposed, and the motion was carried.
Tom Noyes
would like the Minnesota Department of Transportation to cut down the dirt
over the curbs along Highway 68, especially in front of his building.
Larry Stoks will investigate this.
Resolution 01-2009
BE IT
RESOLVED that the Porter City Council authorizes the Porter Fireman’s Relief
Association to sell pull tabs at the Porter City Hall on June 6, 2009 during
the Porter Fire Department pork chop feed fundraiser.
A motion
was made by Eric Dybsetter to approve Resolution 01-2009.
Pat Vlaminck seconded the motion.
All were in favor with none opposed, and the motion was carried.

was made by Pat Vlaminck, seconded by Darlene Moeller, to adjourn the
meeting. All were in favor with
none opposed, and the motion was carried.
