Regular City Council Meeting Minutes
City of
Porter
Monday,
March 2, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, and Judy Verschelde.
Also
present were Larry Stoks and Paul Olson
of DSI.
Mayor
Donald Verschelde called for the reading of the minutes of the February 2, 2009 City Council meeting.
Minutes were approved with
corrections in a motion by Darlene Moeller, seconded by Kim Jelen. All were
in favor with none opposed, and the motion was carried.
Paul Olson of Development Services, Inc. discussed a
possible rural development grant.
Canby is in the initial stages of applying for a residential and
commercial renovation grant.
Cooperation between several communities is becoming common, and Porter could
possibly be included if there is enough interest.
Only residential, only commercial, or both could be included.
There is no longer a community survey, but now a request of interest
is required from the interested parties.
There is a total fee of $4500 for the pre-application, and a total
fee of $3500 for the final application.
These fees would be split between applying communities.
Discussion followed. The
council will inquire about interest in the community.
Mayor
Donald Verschelde reminded the council that the Local Board of Appeal and
Equalization of the City of Porter
will meet at 6:30 pm on April 6, 2009.
Eric Dybsetter will post a meeting notice at the fire hall, and in
the Canby News.
Mayor
Donald Verschelde reminded the community that a health permit for food is
required by any serving food at special events.
The permit fee is $30.00.

Bids for
mowing of city property in 2009 were discussed.
Bid sheets are available from Mayor Donald Verschelde.
Eric Dybsetter will attach a request for bids to the publicly
distributed minutes from the February council meeting.
Larry
Stoks gave the water report. The water usage for December was 304,000
gallons. Water bacterial samples
and pond influent samples need to be taken this month.
The pump in the city well needs to be removed and cleaned or
repaired. Larry Stoks will have
this done.
Flooring
in the north addition of the hall was discussed.
A soft spot in the original floor has been discovered and will need
further investigation. Doors for
bathroom stalls were discussed.
Eric Dybsetter will check with SMI to see what progress has been made.
A motion
was made by Kim Jelen, seconded by Darlene Moeller, to approve the bills as
read by Judy Verschelde. All were in favor with none opposed, and the motion
was carried.
A new
pumper truck for the fire department was discussed.
A new truck from Heiman was viewed by the department.
The USDA grant for the truck has been applied for, but the results of
the application are not yet known.
An
addition to the fire hall was discussed.
A motion
was made by Kim Jelen, seconded by Darlene Moeller, to adjourn the meeting.
All were in favor with none opposed,
and the motion was carried.
