Regular City Council Meeting Minutes

Porter
Monday,
February 2, 2009,
6:30 p.m.
Mayor
Donald Verschelde called the regular city council meeting to order.
Council
members present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald
Verschelde, Judy Verschelde, and Pat Vlaminck.
Also
present were Larry Stoks, Chris Hoffman, Dawn Regnier, Meagan Regnier, and
Mike Wente.
Mayor
Donald Verschelde called for the reading of the minutes of the January 5, 2009 City Council meeting.
Minutes were approved as read in a motion by Pat Vlaminck, seconded by
Darlene Moeller. All were in favor with none opposed, and the motion was
carried.
Chris
Hoffman and Meagan Regnier addressed the council, representing the Weregland
Willing Workers 4-H club. The
club asked for areas where volunteer labor would be useful to the community.
The council offered a number of ideas, including repair and painting
of bleachers at the ball field, installation of wood chips around the
playground equipment, installation of paving stones between the sidewalk and
street on the west side of the hall, planting flowers around the fire hall
bell, and trimming of shrubs around the jail and senior citizens building.
The club will discuss the options, and report back to the council in
March or April.
Flooring
in the north addition of the hall was discussed.
Larry Stoks reported that there will be about $3700 in materials.
We will try to have the flooring installed before the end of May.
Mike
Wente requested a reduction in the on sale liquor license fee.
A history of the fee was discussed, and it was noted that it was
reduced from $2150 per year to $1500 per year last March.
Darlene Moeller made a motion to reduce the fee to $1300 per year.
The motion was not seconded.
Eric
Dybsetter reported that the city Board of Appeal and Equalization meeting
will be held on April 6,
2009
from 6:30-7:00 pm at
the Porter
City Hall.
Pat
Vlaminck reported that the bill for wiring and electrical equipment at the
hall totaled about $13,000.
Vlaminck Electric donated $5000 in labor, leaving an amount due of about
$7800.
Pat
Vlaminck reported that a grant for the purchase of a new pumper fire truck
is available through the USDA.
The grant will likely be for about 50%-75% of the cost of the truck.
A new pumper will likely cost in excess of $160,000, fully equipped.
We would be eligible for a 15 year low interest loan to cover the
balance of a new truck, or a 7-10 year loan on a used truck.
No grants seem to be available for fire hall construction.
Assessing
fire contract townships some of the cost of a new pumper truck was
discussed.
Larry
Stoks gave the water report. The water usage for December was 325,000
gallons.
A motion
was made by Darlene Moeller, seconded by Kim Jelen, to approve the bills as
read by Judy Verschelde. All were in favor with none opposed, and the motion
was carried.
A motion
was made by Pat Vlaminck, seconded by Kim Jelen, to issue a partial year on
sale liquor license through September 30, for the purpose of synchronizing
the on sale license with the off sale license.
All were in favor with none opposed, and the motion was carried.
A motion
was made by Darlene Moeller, seconded by Kim Jelen to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
