Regular City Council Meeting Minutes
City of
Porter
Monday,
January 5, 2009,
6:30 p.m.
Proxy for
Mayor Kim Jelen called the regular city council meeting to order.
Those
present were Eric Dybsetter, Kim Jelen, Darlene Moeller, Donald Verschelde,
Judy Verschelde, and Pat Vlaminck.
Also
present were Larry Stoks, Bonnie Olson, Justin Hurt, and Paul Olsen of DSI.
The
following elected officials took their oath of office:
Mayor Donald Verschelde, Clerk Eric Dybsetter, and Council Person Pat
Vlaminck.
Mayor
Donald Verschelde called for the reading of the minutes of the December 1, 2008 City Council meeting.
Minutes were approved as read in a motion by Pat Vlaminck, seconded by Kim
Jelen. All were in favor with none opposed, and the motion was carried.
Justin
Hurt made a report to the council representing the Friends of the Porter
Hall. Per regulations, CO2 soda
canisters are not compatible with a mobile wet bar.
The wet bar not being feasible, the council indicated a preference
for new flooring in the north addition as the next hall improvement project.
A note
from Dan Dybsetter indicated that the Porter Fireman’s Relief Association
had donated $10,230 within the city of
Porter
in 2008.
Pat
Vlaminck reported that the State Bank of
Taunton
donated $300 for the Porter Senior Citizens.
Adding a
street light near the lift pump was discussed.
Waldo Petersen has requested one, and Larry Stoks indicated it would
be helpful for service and maintenance of the lift pump.
The city will have Ottertail Power Company install the street light.
Fire
contract rates for 2009 were discussed.
Kim Jelen made a motion to increase the rate per section from $120 to
$125. The motion was seconded by
Darlene Moeller. All were in
favor with none opposed, and the motion was carried.
The fire contract renewal meeting will be held at
7:00 pm on February 3rd at the Porter fire hall.
A motion
was made by Pat Vlaminck, seconded by Kim Jelen, to designate The State Bank
of Taunton, Wells Fargo, and
First Independent Bank as the official depositors, Canby News as the
official newspaper, Kim Jelen as the proxy for mayor, Gerald Boulton as the
attorney for the City, and Canby as the official pound. All were in favor
with none opposed, and the motion was carried.
Larry
Stoks gave the water report. The water usage for December was 387,000
gallons. He reported on the DNR
surcharge and permit.
A motion
was made by Kim Jelen, seconded by Pat Vlaminck to donate $5000 to the
Fireman’s Relief Association retirement fund.
All were in favor with none opposed, and the motion was carried.
Paul
Olsen, of Development Services, Inc. (DSI) gave a brief report to the
council on community grants, etc.
He indicated that the current direction is for communities to pool
projects together rather than competing with each other.
Paul was asked the best way to gain funding for a fire hall.
Paul indicated that the best person to talk with is Shane Hastings
with USDA Rural Development in Marshall.
Judy
Verschelde reported that city assessor requested copies of building permits
from 2008. Eric Dybsetter will
send the information.
A motion
was made by Kim Jelen, seconded by Pat Vlaminck, to approve the bills as
read by Judy Verschelde. All were in favor with none opposed, and the motion
was carried.
Judy
Verschelde reported that Lincoln Pipestone Rural Water rates will be
increasing by 5.56% as of July 1.
A motion was made by Darlene Moeller, seconded by Kim Jelen to
increase the Porter water rates by 5.56% effective in the third quarter of
2009. All were in favor with
none opposed, and the motion was carried.
A motion
was made by Darlene Moeller, seconded by Kim Jelen to adjourn the meeting.
All were in favor with none opposed, and the motion was carried.
